There was once a prison far out on a world at the edge of a galactic empire run by the Galactic Prison Corporation.
No one could escape.
There were no guards necessary.
The farthest the prisoners could go, if they could scale the wall, was to the desolate land nearby. The conditions on the outside were worse than on the inside.

It was a juvenile prison. The entire population was approximately 6 billion kids.

Over time a group of the cleverest criminals took advantage of the commissary system and took control. They honed the system so that their oligarchy had absolute dominion over the rest of the inmates. Over time the rest of the prisoners believed that these top criminals were in fact the actual warden and guards.

When the board members of the Galactic Prison Corporation heard what had happened they decided to hire the oligarchs as the commissary staff and recalled the original cadre of guards home. It was a win-win situation. All the oligarchs had to do was distribute the supplies dropped in from the starships just as the staff had done before them.

Every year the warden kept demanding more and more from the other prisoners. He made their lives unnecessarily hard and it appeared that he intended to work them to death.

Then one day the prisoners devised a plan. They decided that they could cast off their chains and enjoy a decent standard of living during their life sentences if only they could remove the corrupt warden.

Their plan was to start a riot that would spread to all the cell blocks. It hinged on one strategy: they would focus all of their differences on one single issue… that of the legitimacy of their warden. To conceal the issue and prevent retaliation they disguised the cause of the riot as something else entirely.

The single issue became the apparently benevolent task of giving their warden a birthday party with a big fat increase in salary. He had been born in 1948 and was always claiming to be broke.

They reasoned that it was an idea that was so unexpectedly ludicrous that the warden would not know how to handle it.

Why? Because the warden was hated by most. He was a crook. He had been skimming profits and laundering money through the prison for years.

Most of the prisoners were not even criminals. They were the poor and homeless orphans from the planet. He simply convinced them that if they pretended to commit a crime on the outside of the prison he could assure them 3 hots and a cot inside. So they came inside and he billed the Galactic Prison Corporation.

The inmates reasoned that if they unselfishly demanded the warden get a raise in salary the shareholders in the Galactic Prison Corporation would wonder why. Would they believe that such a thing as has never happened before is organic and spontaneous? No. They would probably want to examine his financial records with a team of forensic accountants. It would trigger an audit. But the warden would never see it coming.

It worked.
The warden was executed by the Galactic Prison Corporation for larceny.

He was then replaced by one of his oligarchs who was just as cruel as he was. But this particular oligarch made certain that he never revealed his birthday.

And the prisoners lived miserably ever after… because they never realized that if they simply embraced a moral code and punished corruption neither the warden nor any other warden would ever be able to take control of them.

Their prison would no longer be a prison.
But although they were smart, they were undeniably children.
Since they had no exposure to adults they didn’t know any better.
And they never would figure it out.
