In 1967 the CIA launched the Phoenix Program with the purpose of destroying their enemy, the secret government of South Viet Nam.
The people were tired of being ruled by the non-Vietnamese. It was the French, the English, then the Americans that took turns governing them.
Vietnamese are not white and yet the “whites” kept coming, trying to tell them how to live –at gun point.
The people could not overpower the official illegitimate white regime so they built another but didn’t announce it. They formed a secret government parallel to the “official” one. It was a black market economy that avoided transaction fees and taxes with its own security system and its own set of laws that was hiding just below the surface.
This is similar to what is happening in many countries today all over the globe as the tyrants crack down on people who just want to be left alone. The Chinese communists eventually inserted themselves into the social fabric because of the animosity the Vietnamese people had toward the white imperialists.
The CIA wanted to identify the members of this “secret government” and locate dissidents. This is how they did it.
First, they labeled them “Viet Cong.” The people did not call themselves this, they called themselves just people, natives, this was after all their homeland.
Labels given by outsiders are useful in that the people that you have labeled do not know who you are referring to. Outsiders tend to make up the names, Al-Qaeda, Christians, Mormons, not the in-groups themselves.
That is the first trick. Chose the name. Make it pejorative so you can sell the war back home. And don’t tell them you named them. At first they will not realize they are a group. They will still think of themselves as individuals. This way they will not organize a response until you wish them to.
Second trick. If you want to fight a war against regular people you must demonize them; so you carry out false flag attacks in the name you gave them. That way when the school bus blows up and you announce it was the Viet Cong they will not realize you are pinning it on them.
“Viet Cong? Who is that?” They will either be indifferent to your crusade - hunting down the perpetrators or they may actually cheer you on!
Once you have a mandate to pursue justice you set up a total surveillance system. You suddenly issue identification cards to the people with all their info in black and white. You make them tell you the reasons for their travel. If they ask you why you tell them you are preventing future acts of terrorism by the Viet Cong. Since they are not Viet Cong (because Viet Cong do not exist) they will gladly comply.
This is the snare. Since they willingly agreed - you will catch them by surprise when you draw down the drag net. Let them get used to it. Make it a habit for them to not leave home without their papers and clear any journeys with the local cops.
